Amend Sec. 421.062 of CSHB 9 by adding a new subsection (c) as 
follows:    
	(c)  This section shall not be interpreted as a waiver of any 
immunity that might exist in the absence of an interlocal contract 
or a provision in an interlocal contract as set forth in paragraph 
(b) above.
