Amend CSHB 54 by adding a new appropriately numbered section 
to read as follows and by renumbering the existing sections as 
appropriate:
	SECTION _____.  In the enforcement of the provisions of this 
Act, a district or county attorney may not bring a prosecution 
unless the district or county attorney receives a complaint from an 
individual alleging a violation of this Act.
