Amend CSHB 54 by adding a new appropriately numbered section 
to read as follows and by renumbering the existing sections as 
appropriate:
	SECTION _____.  Notwithstanding any other provision of this 
Act, a criminal offense under this Act is punishable by a fine only 
in an amount not to exceed $50,000.
