Amend CSHB 54 by adding the following appropriately numbered 
section and renumbering subsequent sections as appropriate:
	SECTION _____. Subchapter A, Chapter 84, Election Code, is 
amended by adding Section 84.014 to read as follows:
		Sec. 84.014. PROHIBITION ON PRE-COMPLETED APPLICATION 
FOR BALLOT TO BE VOTED BY MAIL. A person may not mail an application 
form for a ballot to be voted by mail to a voter with any of the 
information required to be completed by the voter filled in by the 
person mailing the application.
