Amend CSHB 318 (Senate committee report version) as follows:                 
	At the end of SECTION 1, add the following Subsection (j) to 
Section 21.0491, Education Code:
	"(j)  Notwithstanding any other requirement in this chapter, 
the executive director, upon approval of the commissioner of 
education, may grant a certificate under what is deemed extenuating 
circumstances to any person upon review of an applicant's educator 
credentials."
