Amend HB 426 as follows:                                                     

(1)  On page 1, between lines 23 and 24, insert the 	following:               
	(d)  For the purposes of this section, the term "adoption of 
a rule" includes the adoption of a revision of a rule.
	(2)  On page 2, line 1, strike "rule proposed by a state 
agency for" and substitute "rule or a revision of a rule that is 
proposed by a state agency and for".
