System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	
Amend HB 447 by striking SECTION 4 and SECTION 5 of the bill 
and substituting the following:
	SECTION 4.  SECTIONS 1 and 2 apply beginning with the 
2003-2004 school year.  SECTION 3 applies beginning with the 
2004-2005 school year.
	SECTION 5.  SECTION 3 takes effect September 1, 2004.  
SECTIONS 1 and 2 take effect immediately if it receives a vote of 
two-thirds of all members elected to each house, as provided by 
Section 39, Article III, Texas Constitution.  If this Act does not 
receive the vote necessary for immediate effect, SECTIONS 1 and 2 
take effect September 1, 2003.
