Amend HB 529 as follows: (1) Strike SECTION 1 of the bill and substitute the following appropriately numbered section: SECTION __. Section 231.006, Family Code, is amended by adding Subsection (a-1) and amending Subsection (b) to read as follows: (a-1) A child support obligor who is more than 60 days delinquent in paying child support is not eligible to receive student financial assistance paid directly to the obligor by the comptroller. (b) A child support obligor or business entity ineligible to receive payments under Subsection (a) or a child support obligor ineligible to receive payments under Subsection (a-1) remains ineligible until: (1) all arrearages have been paid; or (2) the obligor is in compliance with a written repayment agreement or court order as to any existing delinquency. (2) Strike page 1, line 23, through page 2, line 4, and substitute the following: (b) The change in law made by this Act applies only to student financial assistance paid on or after the effective date of this Act.
