	(1) On page 1, line 5, between "(c)," and "and", insert

	(2) On page 1, line 7, strike "state agency" and substitute

	(3) On page 1, line 24, strike "state agency" and substitute 
"governmental entity [state agency]".
	(4) On page 2, line 1, strike "state" and substitute 
"governmental [state]".
	(5) On page 2, lines 2 and 3, strike "state agency" and 
substitute "governmental entity [state agency]".
	(6) On page 2, between lines 4 and 5, insert the following:                    
	(d) This section does not create a cause of action to contest
