Amend HB 814 on third reading in added Subchapter N, Chapter 
601, Transportation Code, by inserting new Section 601.452 to read 
as follows:
	Sec. 601.452. PENALTY NOT AUTHORIZED. Notwithstanding any 
other provision of this subchapter, a civil penalty may not be 
assessed or collected under this subchapter against any person.
