Amend HB 999 as follows:                                                     
	(1)  On page 1, line 5, strike "Section 254.036(b)" and 
substitute "Sections 254.036(b) and (d)".
	(2)  On page 1, between lines 12 and 13, insert the following:                 
	(d)  A candidate, officeholder, or political committee that 
is required to file reports with the commission[, other than a 
candidate for or holder of a statewide office or a specific-purpose 
committee for supporting or opposing such a candidate or assisting 
such an officeholder,] may file reports that comply with Subsection 
(a) if the candidate or committee does not accept political 
contributions that in the aggregate exceed $100,000 [$20,000] or 
make political expenditures that in the aggregate exceed $100,000 
[$20,000] in a calendar year.  A candidate, officeholder, or 
political committee that exceeds $100,000 [$20,000] in political 
contributions or political expenditures in a calendar year shall 
file reports as required by Subsection (b) for:
		(1)  any reporting period during the calendar year in 
which the limit prescribed by this subsection is exceeded, other 
than a reporting period that has ended on the date the limit is 
exceeded; and
		(2)  each reporting period during a calendar year 
subsequent to the calendar year in which the limit is exceeded.
