Amend HB 1264 as follows:                                                    
	(1) On page 2, line 2, strike "or".                                     
	(2) On page 2, line 6, between "counties" and the period, 
insert the following:

;                                                                      
		(5) in a county:                                                       
			(A) the county seat of which has a population of 
less than 2,000; and
			(B) in which a national historical park is 
located; or              
		(6) in a county that:                                                  
			(A) has a population between 30,000 and 50,000; 
and                 
			(B) borders the Red River
