Amend CSHB 1554 on page 4 by striking lines 9-11 and 
substituting the following:
	(d) A virtual charter school is entitled for each student in 
average daily attendance to funding at a level equal to the lesser 
of:
		(1) the school's actual cost of efficiently providing 
educational services to the student, as determined by the 
commissioner; or
		(2) the level of funding for a student enrolled in an 
open-enrollment charter school.
