Amend CSHB 2292 as follows:                                                  
	(1)  On page 106, line 2, insert the following phrase after 
"(a)" and before "The":
	On or after September 1, 2004,                                          
	(2)  On page 107, line 7, after the period insert the 
following:             
	The department shall certify to the Governor and the 
Legislative Budget Board the total funds available prior to 
awarding a grant to a recipient.
