Amend CSHB 2425 in SECTION 10, amending Section 403.020, 
Government Code, by striking amended Subsection (c) (page 8, lines 
11 through 17, Senate committee printing) and substituting the 
following:
	(c) A review of a school district may be initiated by the 
comptroller or by the request of the [school] district.  Except as 
provided by Subsection (c-1), a review of a public junior college or 
general academic teaching institution may be initiated only at the 
request of:
		(1)  the governor;                                                     
		(2)  the Legislative Budget Board; or                                  
		(3)  the governing body of the college or institution.                 
	(c-1)  A review of a general academic teaching institution 
may be initiated by the comptroller if the rate of graduation within 
six years of initial enrollment for entering freshman students of 
the institution for the most recent six-year period for which that 
information is available is less than 35 percent, as determined by 
the Texas Higher Education Coordinating Board.
