Amend CSHB 2550 as follows:                                                  

(1)  On page 1, line 8, immediately after "DEFINITIONS.", 	insert "(a)".
	(2)  On page 2, between lines 11 and 12, insert the 
following:               
	(b)  For the purposes of this subchapter, a contract for 
legal services to be performed in connection with the issuance of a 
public security, as defined by Section 1201.002, Government Code, 
is not a contingency fee contract, even though the payment of the 
fee for the legal services is contingent on the issuance and 
delivery of the public security.
