Amend CSHB 2877 by adding a new Subsection (g) to Section 
36.015, Water Code, to read as follows:
	(g)  Notwithstanding other law and any other applicable 
provisions of this chapter, the commission shall certify a petition 
filed under Section 36.013 and give notice and conduct a public 
meeting on the petition if the filings under Section 36.013(b) and 
(c) show that the district is comprised of 400,000 or more 
coterminous acres owned by a single landowner.  Chapter 49, Water 
Code, does not apply to a district created under this subsection, 
except that Section 49.223, Water Code, shall apply to the 
district.
