Amend HB 3035 by adding the following appropriately numbered 
section to read as follows:
	SECTION ____.  Notwithstanding any provision in this Act to 
the contrary, the change in law to Section 36.116(a)(2)(E), as 
added by this Act, is effective September 1, 2005.
