Amend HB 3184 (engrossed second reading) on third reading as 
follows:      
	(1)  On page 43, line 22, between "Section 361.231" and the 
period, insert "except that the process by which a private entity is 
chosen by the department to enter an agreement under this section is 
subject to the extent possible to Section 361.050".
	(2)  On page 43, between lines 22 and 23, add the following 
SECTION and renumber following SECTIONS accordingly:
	SECTION _____.  Subchapter I, Chapter 361, Transportation 
Code, is amended by adding Section 361.3021 to read as follows:
	Sec. 361.3021.  ADVERTISING.  Before entering into an 
agreement under Section 361.302, the department shall publish 
notice in the Texas Register requesting competitive proposals for 
the agreement.
