Amend CSHB 3223 as follows:                                                  

(1)  On page 1, strike line 5.
	(2)  Renumber SECTIONS 1.01 through 1.04 of the bill as 
SECTIONS 1 through 4.
	(3)  Strike page 4, line 23, through page 5, line 24.                          
	(4)  On page 5, strike lines 25 through 27 and substitute the 
following:     
	"SECTION 5.  This Act takes effect January 1, 2004, and 
applies only to the".
	(5)  On page 6, strike lines 9 through 12.
