Amend CSHB 3257 by adding the following appropriately 
numbered SECTION to ARTICLE 3 of the bill and renumbering 
subsequent SECTIONS in ARTICLE 3 appropriately:
	SECTION 3._____. Notwithstanding other provisions of this 
Act:               
		(1) the change in law made by this Act applies only in 
relation to 20 school districts chosen by the commissioner of 
education; and
		(2) for all other school districts, those districts are 
covered by the law as it existed immediately before the effective 
date of this Act, and the prior law is continued in effect for this 
purpose.
