Amend CSHB 3578 as follows:                                                  
	1. On page 2, line 20, strike the word "or" between the words 
"code," and "or a"
	2. On page 2, line 22 insert after the word "code" and before 
the "." The following: , or a cable operator as defined by 47 U.S.C. 
Section 522, as amended."
	3. On page 3, line 8, to page 3, line 14, strike current 
subsection (b) and insert new subsections (b) and (c) as follows:
	"(b) The district may acquire, operate, or charge fees for 
the use of the district conduits for:
		(1) another person's:                                                         
			(A) telecommunications network;                                              
			(B) fiber-optic cable; or                                                    
			(C) electronic transmission line or                                          
		(2) any other type of transmission line or supporting 
facility.             
	(c) The district may not require a person to use a district 
conduit."
