Amend HR 5 in Rule 3, Section 37, as follows:                                
	(1) In Subdivision (3), immediately after "goodwill" (page 
44, line 9), insert:  ", and economic development, tourist 
development, and goodwill in other areas of the state that have 
experienced a significant increase in the percentage of the 
population that consists of immigrants from other nations, 
according to the last two federal decennial censuses or another 
reliable measure".
	(2) At the end of Subdivision (4), immediately before the 
period on page 44, line 11, insert: "or in other areas of the state 
that have experienced a significant increase in the percentage of 
the population that consists of immigrants from other nations, 
according to the last two federal decennial censuses or another 
reliable measure".
