Amend CSSB 14 as follows:                                                    
	Amend SECTION 1.01, Sec. 2.  DEFINITIONS, page 6, line 10-16 
to read as follows:
		"(3)  unfairly discriminatory if the rate:                                    
			(A)  cannot be actuarially justified or otherwise 
justified because it does not bear a reasonable relationship to the 
expected loss and expense experience among risks; or
			(B)  is based on a risk that is classified, in 
whole or in part, on the race, color, creed, ethnicity or national 
origin of a person."
