Amend CSSB 14 on page 19, after line 17, by adding a new 
Section 20 to added Article 5.142, Insurance Code, to read as 
follows:
	Sec. 20. OPTIONAL PREMIUM DISCOUNT. (a) An insurer that 
issues a residential property insurance policy in this state may 
provide a discount in the premiums that would otherwise by charged 
for the policy if the policyholder has installed a water leak 
detection system that meets the building and performance standards 
for mold reduction in Section 430.002, Property Code.
	(b) The commissioner shall establish by rule the amount of a 
premium discount applicable under this section based on sound 
actuarial principles.
