Amend CSSB 14, committee printing, as follows:                               
	On page 19, at line 19-3, insert a new ARTICLE 7 to read as 
follows and renumber the subsequent ARTICLES accordingly:

ARTICLE 7.  RATES STANDARDS
	Section 7.01.  Chapter 1, Insurance Code, is amended by 
adding a new Article 1.02 to read as follows:
	Article 1.02.  Rating.  Rates adopted under this code must 
be just, fair, reasonable, adequate, not confiscatory and not 
excessive for the risks to which they apply, and not unfairly 
discriminatory.
