Amend CSSB 76 (House Committee Printing) as follows:                         
	(1)  In SECTION 4 of the bill, in the first sentence of added 
Subsection (d), Section 29.158, Education Code (page 5, lines 3 
through 4), strike "Texas Workforce Commission,".
	(2)  In SECTION 4 of the bill, in the first sentence of added 
Subsection (d), Section 29.160, Education Code (page 7, line 18), 
strike "is entitled to" and substitute "may request, from the 
appropriate state agency,".
	(3)  In SECTION 4 of the bill, in the second sentence of added 
Subsection (d), Section 29.160, Education Code (page 7, line 26), 
strike "must" and substitute "may".
	(4)  In SECTION 4 of the bill, at the end of added Subsection 
(d), Section 29.160, Education Code (page 8, line 2), insert "A 
state agency receiving a request from an entity to seek an available 
federal waiver under this subsection shall, not later than the 30th 
day after the date on which the request is made, notify the entity 
whether the agency intends to seek the waiver.  A request for a 
federal waiver under this subsection may only be rejected if the 
state agency has reason to believe that the operation of the federal 
waiver would result in the state agency's failure to comply with 
federal law or regulations or could result in penalties to the 
state.".
