Amend CSSB 104 between SECTIONS 29 and 30 of the bill (House 
committee printing, between page 22, line 27, and page 23, line 1) 
by inserting the following SECTION, appropriately numbered, and 
renumbering the subsequent SECTIONS of the bill accordingly:
	SECTION _____.  (a)  The Texas State Board of Medical 
Examiners shall conduct a study of the feasibility of implementing 
a requirement that an applicant for renewal of a license to practice 
medicine demonstrate the applicant's competence to practice 
medicine by passing an examination.
	(b)  In conducting the study, the board shall consider:                        
		(1)  the feasibility of implementing a requirement that 
such an applicant pass both a written and a clinical examination; 
and
		(2)  the appropriate contents of each examination.                            
	(c)  The board shall prepare a written report to the 
legislature regarding the findings of the study.  The report may 
include any recommendations of the board regarding a requirement 
that an applicant for renewal of a license to practice medicine 
demonstrate the applicant's competence to practice medicine by 
passing an examination.
	(d)  Not later than January 1, 2005, the board shall deliver 
copies of the report to the lieutenant governor, the speaker of the 
house of representatives, and the chair of the committee in each 
house of the legislature having jurisdiction over the board.
	(e)  This section expires September 1, 2005.
