Amend CSSB 127 on page 4, after line 6, by adding a new 
Section 6 to added Article 5.35-4, Insurance Code, to read as 
follows:
	Sec. 6. OPTIONAL PREMIUM DISCOUNT. (a) An insurer that issues 
a residential property insurance policy in this state may provide a 
discount in the premiums that would otherwise be charged for the 
policy if the policyholder has installed a water leak detection 
system that meets the building and performance standards for mold 
reduction in Section 430.002, Property Code.
	(b) The commissioner shall establish by rule the amount of a 
premium discount applicable under this section based on sound 
actuarial principles.
