Substitute for the Menendez Amendment:                                       
	Amend CSSB 270 by adding the following SECTION and 
renumbering subsequent SECTIONS of the bill accordingly:
	SECTION _____.  Section 466.101, Government Code, is amended 
by adding Subsections (f) through (i) to read as follows:
	(f)  In awarding a contract under this chapter or evaluating a 
bid or proposal relating to a contract, the executive director may 
consider a vendor's economic impact to the state or a political 
subdivision of the state.
