Amend CSSB 287 by inserting the following appropriately 
numbered ARTICLE in the bill after existing ARTICLE 45 of the bill 
and renumbering subsequent ARTICLES and SECTIONS of the bill 
appropriately:
	ARTICLE _____. MULTI-STATE WATER RESOURCES PLANNING 
COMMISSION               
	SECTION _____.01. Sections 8.013(a) and (c), Water Code, are 
amended to read as follows:
	(a) The commission is composed of seven [six] commissioners 
who are appointed by the governor with the advice and consent of the 
senate.
	(c) Three [Two] commissioners must be members of the general 
public, one commissioner must have a background in the field of 
higher education, one commissioner must have a background in 
private business, one commissioner must have a background in 
agriculture, and one commissioner must have a background in an 
energy-related field.
	SECTION _____.02. Section 8.015(a), Water Code, is amended to 
read as follows:
	(a) Commissioners hold office for staggered terms of six 
years, with the terms of two or three commissioners expiring on 
February 1 of each odd-numbered year.
	SECTION _____.03. As soon as possible on or after September 
1, 2003, the governor shall appoint an additional public member to 
the Multi-State Water Resources Planning Commission for a term 
expiring February 1, 2009.
