Amend SB 315 in SECTION 1, in proposed Section 130.0661, 
Education Code, by striking Subsection (a) (page 1, lines 14-19) 
and substituting the following:
	(a)  This section applies only to a junior college district 
that:     
(1)  includes within its territory all or part of a 
municipality with a population of 250,000 or more that borders the 
Gulf of Mexico; and
(2)  has a service area established by Subchapter J 
that includes four or more whole counties.
