Amend CSSB 455 as follows:                                                   
	(1)  On page (1), lines 21-22, strike "Subsections (a), (b), 
and (e), Section 5.753, Water Code, are amended to read as follows:" 
and substitute "Section 5.753, Water Code, is amended by amending 
Subsections (a), (b), and (e) and adding Subsection (f)."
	(2)  On page 1, between lines 47 and 48, insert the 
following:               
	"(f)  Nothing in the section shall prevent the commissioner 
from considering any relevant compliance information, including 
notices of violation, in enforcement."
