Amend SB 511 in SECTION 1 of the bill, immediately following proposed Section 391.256, Transportation Code (committee printing, page 1, between lines 22 and 23), by inserting the following: (d) The department may not use money from the state highway fund for the purposes of this section. (e) The department shall adopt rules to implement this section.
