Amend CSSB 652 in Section 21 of the bill, in added Section 
36.354, Utilities Code (on page 36, between lines 20 and 21) by 
inserting a new Subsection (h) to read as follows:
	(h) A person that provides electric service to a household 
located not more than 100 miles from a military base shall charge a 
one cent per kilowatt hour surcharge on electric service provided 
to the household.
