Amend CSSB 656 in Section 1 of the bill in added Section 
216.003(e), Local Government Code, after the end of the first 
sentence (page 1, line 26, Senate committee report) by inserting:

If the premises containing the sign or sign structure is leased, a 
municipality may not require removal under this subsection sooner 
than the second anniversary after the date the most recent tenant 
ceases to operate on the premises.
