Amend SB 893 (House Committee Report) as follows:                            
	(1) On page 2, strike lines 25 and 26, and substitute the 
following:         
	SECTION 3. Section 21.257, Education Code, is amended by 
amending Subsections (a) and (c) and adding Subsection (a-1) to 
read as follows:
	(2) On page 3, between lines 6 and 7, insert the following:                    
	(a-1) In making a proposed conclusion of law whether good 
cause exists for termination, suspension without pay, or nonrenewal 
of a teacher's employment contract, the hearing examiner must apply 
any board policy in the record concerning or defining good cause for 
termination, suspension without pay, or nonrenewal of a teacher's 
employment contract.  The hearing examiner shall make all proposed 
findings of fact supported  by a preponderance of evidence so that 
the board of trustees or board subcommittee may make an informed 
determination whether good cause for termination, suspension 
without pay, or nonrenewal as defined by board policy exists.
