Amend CSSB 1082 as follows:                                                  
	(1)  In SECTION 1 of the bill, in added subsection (b), 
Section 222.003, Transportation Code (committee printing, page 1, 
line 22), strike "must".
	(2)  In SECTION 1 of the bill, insert (committee printing, 
page 1, line 22), between "rate" and "equal", insert "at least".
	(3)  In SECTION 1 of the bill, strike added subdivision (2), 
Subsection (b), Section 222.003, Transportation Code (committee 
printing, page 1, lines 26 through 30), and substitute the 
following:

(2)  the current average interest earnings yield on 
all fixed-income investments of the permanent school fund as of the 
date the loan is made.
	(4)  In SECTION 1 of the bill, following added Subsection 
(c), Section 222.003, Transportation Code (committee printing, 
page 1, between lines 32 and 33), insert the following:
	(d)  The department may not use the proceeds of a loan made 
under this section for the construction of a state highway or other 
facility of the Trans Texas Corridor.  For purposes of this 
subsection, "Trans-Texas Corridor" means a statewide system of 
multimodal transportation facilities under the department's 
jurisdiction and as designated by the commission, regardless of the 
name given to the system.
	(5)  In SECTION 2 of the bill, in added Section 43.020, 
Education Code (committee printing, page 1, line 35), strike "(a)".
