Amend CSSB 1108 on page 1, between lines 10 and 11 by 
inserting the following and renumbering subsequent SECTIONS 
appropriately:
	SECTION 2. Subchapter A, Chapter 21, Education Code, is 
amended by adding Section 21.456 to read as follows:
	Sec. 21.456. Training for Teachers of Students of Limited 
English Proficiency.  The commissioner shall develop and make 
available training materials and other teacher training resources 
to assist teachers in developing the expertise required to enable 
students of limited English proficiency meet state performance 
expectations.
	SECTION 3. Section 39.024, Education Code, is amended to read 
as follows:    
	(a) Except as otherwise provided by this subsection, the 
State Board of Education shall determine the level of performance 
considered to be satisfactory on the assessment instruments.  The 
admission, review, and dismissal committee of a student being 
assessed under Section 39.023(b) shall determine the level of 
performance considered to be satisfactory on the assessment 
instruments administered to that student in accordance with 
criteria established by agency rule.
	(b) Each school district shall offer an intensive program of 
instruction for students who did not perform satisfactorily on an 
assessment instrument administered under this subchapter.  The 
intensive programs for students who did not perform satisfactorily 
on an assessment instrument under Section 39.023(a), (c), or (1) 
shall be designed to enable those students to be performing at grade 
level at the conclusion of the next regular school term or to attain 
a standard of annual growth specified by the agency and, if 
applicable, to carry out the purposes of Section 28.0211.  The 
intensive programs for students who did not perform satisfactorily 
on an assessment instrument under Section 39.023(b) shall be 
designed by each student's admission, review, and dismissal 
committee to enable the student to attain a standard of annual 
growth on the basis of the student's individualized education 
program and, if applicable, to carry out the purposes of Section 
28.0211.
	(c) The agency shall develop study guides for the assessment 
instruments administered under Sections 39.023(a) and (c).  To 
assist parents in providing assistance during the period that 
school is recessed for summer, each school district shall 
distribute the study guides to parents of students who do not 
perform satisfactorily on one or more parts of an assessment 
instrument administered under this subchapter.
	(d) The agency shall develop and make available teacher 
training materials and other teacher training resources to assist 
teachers in enabling students of limited English proficiency meet 
state performance expectations.  The teacher training resources 
shall be designed to support intensive, individualized, and 
accelerated instructional programs developed by school districts 
for students of limited English proficiency.
	(e) The commissioner shall retain a portion of the total 
amount of funds allotted under Section 42.152(a) that the 
commissioner considers appropriate to finance activities under 
Subsections (c) and may retain a portion for activities under 
Subsection (d) and for intensive programs of instruction for 
students of limited English proficiency offered by school districts
[development and distribution of the study guides] and shall reduce 
each district's allotment proportionately.
