Amend SB 1265, added Section 7.203, Water Code (on page 3, 
between lines 5 and 6), by inserting the following:
	(f)  This section does not apply to a county:                           
		(1)  that has a population of over one million; and                    
		(2)  in which two municipalities each having a 
population of more than 300,000 are predominantly located.
