Amend SB 1325 (committee printing) in Section 1 of the bill, 
proposed Section 363.151, Health and Safety Code, by inserting the 
following between the first and second sentences of that section:

A retail electric provider, municipally owned utility, or electric 
cooperative may use credits earned under this section only after 
the initial goal of 2,880 megawatts provided by Section 39.904(a), 
Utilities Code, is met.
