Amend CSSB 1410 by adding the following appropriately 
numbered section to the bill and renumbering the remaining sections 
of the bill as appropriate:
	SECTION ____.  (a)  The Department of Protective and 
Regulatory Services shall conduct a study to identify distinct 
populations for whom the department may appropriately provide 
guardianship services.
	(b)  Not later than September 1, 2004, the Department of 
Protective and Regulatory Services shall submit a report of the 
study's findings to the legislature.  The report must make a 
recommendation regarding expansion of the department's 
guardianship services based on the study's findings.
