Amend CSSB 1499 in SECTION by adding a new Sec. 223.177 to 
read as follows:
	Sec. 223.177.  LIMITATIONS.  Money spent by the department 
for a project under this chapter is not included in computing the 
amount required to be spent for engineering and design contracts 
under Section 223.041 in any fiscal year.
