Amend SB 1521 by adding the following language in Section 1 as 
the last sentence of subsection (g):

A graduate school of business must set student participation and 
success targets consistent with the higher education master plan 
and must show satisfactory progress towards meeting those targets, 
as determined by the Texas Higher Education Coordinating Board, in 
order to continue charging any rate higher than the rate prescribed 
in Subchapter B after August 31, 2007.
