Amend CSSB 1652 in ARTICLE 1 by adding the following 
appropriately numbered SECTION and renumbering the other SECTIONS 
of ARTICLE 1 accordingly:
	SECTION 1._____. Subchapter Z, Chapter 51, Education Code, is 
amended by adding Section 51.9461 to read as follows:
	Sec. 51.9461. CHARGES AND FEES FOR CERTAIN PAYMENTS TO 
PRIVATE INSTITUTIONS OF HIGHER EDUCATION.  A private or independent 
institution of higher education, as defined by Section 61.003, may 
charge any fee or other amount in connection with a payment to the 
institution that a public institution of higher education may 
charge under Section 54.5011.  The amount of the fee or other charge 
may not exceed the maximum amount that a public institution of 
higher education may charge under Section 54.5011 for the same type 
of fee or charge.
