Amend the Talton Floor Amendment to CSSB 1678 by striking the 
SECTION added by the amendment and substituting the following:
	SECTION _____. Section 508.032, Government Code, is amended 
by adding Subsections (c), (d), and (e), to read as follows:
	(c) A person who is a former employee of the department may 
not serve on the board before the second anniversary of the date the 
person terminated employment with the department.
	(d) At any time not more than three members of the board may 
be former employees of the department.
	(e) For purposes of Subsections (c) and (d), previous service 
as a board member is not considered to be employment with the 
department.
