Amend CSSB 1771 in SECTION 2 of the bill, in added Section 
481.078(e), Government Code (House committee printing, page 2, line 
18), between "(e)" and "The governor", by inserting "The 
administration of the fund is considered to be a trusteed program 
within the office of the governor.".
