Amend CSSB 1952 in PART 1 of the bill by inserting the 
following appropriately numbered ARTICLE and renumbering ARTICLES 
appropriately:

ARTICLE ___.  ALCOHOLIC BEVERAGE REGULATION; WINE BOTTLER'S PERMITS
	SECTION __.01.  Chapter 18, Alcoholic Beverage Code, is 
amended by adding Section 18.04 to read as follows:
	Sec. 18.04.  LOCATION OF PREMISES.  A wine bottler's permit 
may be issued for a premises in a dry area if the premises is also 
covered by a winery permit.
	SECTION __.02.  This article takes effect immediately if 
this Act receives a vote of two-thirds of all the members elected to 
each house, as provided by Section 39, Article III, Texas 
Constitution.  If this Act does not receive the vote necessary for 
immediate effect, this article takes effect September 1, 2003.
