Amend CSSB 1952 (House Committee Report) by adding the 
following appropriately numbered ARTICLE to PART 8 of the bill and 
renumbering subsequent ARTICLES in PART 8 accordingly:

ARTICLE __.  VALIDATION OF CERTAIN WATER QUALITY RULES
	SECTION _____.01.  VALIDATION OF CERTAIN WATER QUALITY 
RULES.  Rules adopted by the Texas Commission on Environmental 
Quality under Section 26.040, Water Code, before the effective date 
of this Act are validated as of the dates they were adopted and 
remain valid until they are modified or repealed by the commission.
