Amend CSSB 1952 by adding the following appropriately 
numbered ARTICLE and renumbering subsequent ARTICLES of the bill 
accordingly:
ARTICLE ___. ECONOMIC IMPACT OF
LOTTERY CONTRACTS
SECTION ___.01. Section 466.101, Government Code, is amended by adding Subsections (f) through (i) to read as follows: (f) In awarding a contract under this chapter or evaluating a bid or proposal relating to a contract, the executive director may consider a vendor's economic impact to the state or a political subdivision of the state. (g) For contracts for which the executive director will consider a vendor's economic impact under Subsection (f), the commission by rule shall prescribe: (1) the type of documentation a vendor must submit to demonstrate the vendor's potential economic impact; and (2) the manner and methodology by which the executive director will evaluate a vendor's economic impact. (h) The methodology developed under Subsection (g) to determine a vendor's economic impact to this state or a political subdivision of this state is subject to audit by the state auditor based on a risk assessment performed by the state auditor and subject to the legislative audit committee's approval for inclusion of the work in the audit plan under Section 321.013(c). (i) In this section, "economic impact" means the number of: (1) current employees in this state and the amount of wages being paid to those employees, including any subcontractor's employees and wages; and (2) full-time equivalent positions to be created in this state and the additional amount of wages to be paid to employees in this state as a result of awarding a contract, including a proposed subcontractor's employees and wages.
